Position Title: Shelter/NFI Sector and Common Pipeline Coordinator

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Operations, the Shelter/NFI Sector and Common Pipeline Coordinator will oversee sector coordination at the National and Sub National level to ensure Shelter/NFI activities are in line with global cluster policies and strategic directions, coordinating the operational response among all cluster partners in the country, including through the supervision of the IOM Common Pipeline facility in Haiti.

The Shelter/NFI Sector and Common Pipeline Coordinator substantively supports and works with the government Sector Lead to enable partners to respond more effectively to the needs of the affected population by ensuring a coordinated approach. The Shelter/NFI Sector and Common Pipeline Coordinator works on behalf of the Sector, ensuring the implementation and management of sector activities and contributing to the development and maintenance of a strategic vision and operational response plan. The Shelter/NFI Sector and Common Pipeline Coordinator also ensures coordination with other clusters in relation to inter-cluster activities and cross-cutting issues.

Core Functions / Responsibilities:

1. Strategic and technical leadership

  • Lead the development/update of a shelter and settlements response strategy in coordination with cluster partners, authorities and in line with IOM and Humanitarian Country Programming.
  • Ensure that the sector strategy complements and promotes multi-sectorial response across the country
  • Ensure the sector strategy supports recovery and transition to more durable housing inadequate settlements in coordination with sector partners.
  • Work with the government and partners on technical guidance for the sector including essential Household Items, shelter typologies, settlement level interventions, etc.

2. Coordination

  • Establish strong working relationships with all sector partners at national and in all sub-national locations to facilitate effective collaboration and communication;
  • Establish strong working relationships with the relevant government counterpart, DirectionGénérale de la Protection Civil (DGPC) and Unité de Construction de Logement et de Bâtiments Publics (UCLBP) and other different stakeholders at national and sub national level to ensure a well-coordinated Shelter and NFI (SNFI) response in Haiti.
  • Develop and/or maintain a Sector structure across the areas of interventions, ensuring proper coverage and efficient reporting lines.
  • Develop and set-up coordination mechanisms, such as cluster meetings, both at national and sub national levels.
  • Ensure needs and gaps for the sector are assessed, documented, and disseminated. ;
  • Ensure coordination across all areas of interventions, ensuring adequate coverage. ;
  • Promote accountability to affected populations, participation of local and national stakeholders such as civil groups, and support coordination with government counterparts and other relevant authorities.

3. Preparedness

  • Advise on and substantively contribute to Sector planning at national level with regards to the development of response strategies, contingency planning including “exit”/transition strategy; and action plans for the sector.
  • Lead capacity mapping and gap identification exercises to ensure the development of acapacity-building strategy for the sector, together with sector partners including relevant authorities.
  • Develop the emergency response strategy for the sector and support partners on the technical aspects of the emergency and transition response.

4. Monitoring

  • Ensure and monitor that all SNFI actors implement Sector standards and guidance across targeted sites.
  • Ensure monitoring and evaluation of the impact of activities conducted by the cluster partners, considering Accountability to Affected Populations and PSEA principles and mechanisms.

5. Planning

  • Lead joint field missions, needs assessments and analysis among sector partners andparticipate in joint inter-sectors needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
  • Ensure that the response plan of the cluster is updated regularly according to evolving needsand that it establishes indicators by which performance of the cluster can be measured; ensure inclusion of the strategy in common appeals and pooled funds mechanisms.

6. Reporting

  • Coordinate closely with all partners to ensure the collection and collation of agreed uponSNFI reporting tools; ensure that the cluster has a clear Information Management strategy in place, along with adequate IM mechanisms.
  • Liaise with IOM Data Management Unit for Information Management products for the sector/cluster.
  • Ensure proper communication and information flow between national and local levels, and among partners.
  • Ensure reporting of sectorial gaps and needs in coordination meetings at the national and subnational levels, and promote support from other clusters/sectors when necessary.

7. Application of standards and guidelines

  • Ensure constructive discussion and agreement on the use of common standards and tools among Sector partners.
  • Ensure integration of cross-cutting issues, such as age, gender, and environment protection.
  • Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all Sector partners, taking into consideration the possible need for local adaptation both in terms of language and content.

8. Management and coordination of the IOM Common Pipeline

  • Plan, manage, execute and oversee all phases of IOM common pipeline program implementation to guarantee that scope, budget, time and quality are in accordance with the different project’s specifications, donor agreement and IOM rules and regulations.
  • Establish and maintain solid working relationship with Water, Sanitation and Hygiene(WASH), Health, and Logistics sectors, DGPC, partners, donors, and other key stakeholders for the common pipeline program implementation in Haiti. Liaise actively with Clusters and donors to advocate adequate funding, identify new funding opportunities and/or partnership for the growth of pipeline program.
  • In coordination with the Resource Management Unit and Procurement and Logistics Unit in IOM, monitor closely all common pipeline program related NFI procurement and preposition, ensuring that the processes are transparent and in line with IOM and donor’s regulations.
  • Ensure that the stocks of Shelter/NFI and WASH items are well accounted and updated at the stipulated dates into the respective pipeline online stocks of emergency supplies managed by the Shelter/NFI and WASH sector respectively.
  • Coordinate the release of items to the requesting agencies from IOM warehouses after receiving endorsement by the sector coordination teams from Shelter/NFI, WASH or government.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Conflict Resolution, Shelter, Management, Administration, Social Sciences, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Excellent Accuracy, Monitoring and Evaluation, Managerial and Organizational skills, and ability to work with minimal supervision;
  • Delivers on set objectives in hardship situations;
  • Effectively coordinates actions with other implementing partners;

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Haitian Creole is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
